County LEPC director Bob Welch speaks to emergency workers, fire chiefs, police personnel, mayors, council persons and residents at the beginning of a mock tabletop drill at College of Eastern Utah on Monday. The model town was used to stage disasters that public safety dispatchers and emergency personnel had to respond to and solve. The mock disasters orchestrated by the local emergency planning council during the drill included incidents ranging from a bus rollover to a log jam in the Price River that threatened to destroy a bridge.
