Utah CIB Awards Grants, Loans for Local Improvement Projects

A record 27 government entities in rural Utah will receive $11.3 million for local improvement projects.
The Utah Permanent Community Impact Board has approved grants and loans for the following projects:
Price – $2.5 million loan for the city to replace approximately 12 miles of water transmission lines from the city’s water treatment plant in Price Canyon to its water storage tanks.
Price – $95,000 loan to upgrade the city’s police department computer system with new hardware and software to be more compatible and communicate with computer systems at the Carbon County Sheriff’s Office and Utah Highway Patrol.
Alton – $122,000 grant to pave several streets. Half of the Kane County town’s streets are currently unpaved.
Ashley Valley Water and Sewer District (Uintah County)- $650,000 grant, $350,000 loan for the installation of sewer lines and manholes to provide sewer service to 105 homes currently using septic tanks and drain fields.
Aurora – $5,000 grant for the preparation of a development plan for the Sevier County city’s water system.
Beaver County Service District 2 – $415,000 loan for the construction of a five-bay fire station in Milford and the remodeling of an existing building to serve as a meeting and training facility.
Bluff Service Area (San Juan County) – $82,200 grant to drill a culinary water well, construct a 200,000 gallon water storage tank, and repair existing tanks.
Boulder – $80,000 grant to add 1,472 square feet to the fire station to house the Garfield County town’s emergency medical operations and vehicles.
Cleveland – $87,000 grant for improvements to the park in the Emery County community including the purchase of land, construction of a pavilion, installation of fencing, and paving a parking lot.
Duchesne – $700,000 grant for the construction of a one million gallon water storage tank for the Duchesne County city.
Duchesne County Municipal Building Authority – $1 million loan for the acquisition of land and construction of a building in Roosevelt for the Duchesne County office of the Northeastern Counseling Center. NCC provides mental health and substance abuse services for Duchesne, Daggett, and Uintah Counties.
Elmo – $9,000 grant for the design work for a new municipal building to house offices, a fire state, and senior citizens center for the Emery County town.
Eureka – $352,000 loan for water system improvements in the Juab County city, including drilling a new well, installing water transmission and distributions lines, and installing or replacing 24 fire hydrants.
Glenwood -$75,000 grant, $45,000 loan to remodel city offices in the Sevier County community and to purchase a backhoe.
Grand County Municipal Building Authority – $150,000 grant, $150,000 loan for the purchase of a ladder truck for the Moab Valley Fire Protection District to serve Moab and surrounding unincorporated areas of Grant County.
Hatch – $90,000 grant for the purchase and renovation of a 4,144 square-foot building to serve as the fire station for the Garfield County town.
Iron County Municipal Building Authority – $1 million loan to convert an 8,000 square-foot unfinished basement in the Iron County Jail to an inmate work-release facility for 60 male and 12 female minimum-security inmates.
Koosharem – $25,000 grant to purchase water rights to increase the culinary water supply for the community in Sevier County.
Naples – $120,000 grant to match funds from the Utah Department of Transportation to replace a bridge over Ashley Creek at 3200 E. 1500 South in the Uintah County town.
North Emery Special Service District (Emery County) – $286,435 grant, $286,435 loan for the newly formed district to replace water lines and tanks, develop a spring, and purchase equipment.Roosevelt – $500,000 loan for improvements at the city golf course including construction of a 4,000 square-foot pro shop with a 4,000 square-foot basement storage, demolition of the existing pro shop, installation of landscaping and a sprinkler system, and paving a parking lot.
Scipio – $65,000 grant for the purchase of a new ambulance for the town of Millard County.
Sevier County Municipal Building Authority – $165,000 grant, $365,000 loan for the construction of a county animal shelter to serve the county and its cities.
Southeast Special Service District (Washington County) – $77,950 loan for the construction of a 5,000 square-foot, three-bay fire station to serve unincorporated Washington County between Hurricane and Hildale.
Southwest Public Health Department – $1,143,750 loan for the purchase of land and the construction of a two-story 10,000 square-foot clinic and office building in Cedar City.
Uintah County Municipal Building Authority – $25,000 grant for a study to determine whether to renovate and expand the county jail or build a new facility.
Uintah County Special Service District – $115,000 grant for a study to determine whether to keep the existing airport in Vernal or relocate it to one of two alternative sites.
The CIB is a program of the Utah Division of Community Development. The program helps state and local agencies and entities that are, or may be, directly or indirectly impacted by mineral resource development on nearly federal lands and the exclusion of those lands from the local tax base.
The board provides assistance through grants and low-interest loans for the planning, construction, and maintenance of public facilities. The funds also help community agencies provide public services.
The state CIB panel’s next regular funding meeting is scheduled Dec. 6.
