“Contrary to news reports claiming a lack of funding, the medical services provided in East Carbon and Helper by the Carbon Medical Service Association are growing!,” said Carolyn Abeyta, Executive director of Carbon Medical Service, as she announced receiving a grant for $989,000 to build new medical facilities in East Carbon with construction starting in the spring.
The new facility will offer six exam rooms, a full pharmacy not only for clinic patients but the public as well although clinic patients can get discounted medications.
The facilities in East Carbon and at the Helper Clinic in Helper are primary care clinics and offer a full selection of health services. They also serve mental health and substance abuse patients and full-service pharmacies. East Carbon also offers full dental services as well as x-ray.
Funding sources
“Last year we served over 3,600 patients with 13,000 visits between the two clinics,” said Abeyta.
Funding for the clinics comes almost equally from three different sources. The federal grant money accounts for 34 percent of their budget, self-pay accounts for another 34 percent, with the remaining third of the budget coming from insurance companies paying claims.
The health clinics see all patients with private insurance, Medicare, Medicaid or income based sliding fee.
Congress has already funded $1.5 billion of the requested $5.1 billion needed to fund these clinics across the United States. Abeyta invites anyone interested to contact their Washington representative and encourage them to fund the programs.
In Utah there are 13 health centers in 54 locations in Utah.

– Doug Perkins, DO – Dr. Perkins was in the ER at Castleview Hospital and is now at Carbon Medical.
– Joe Morrison, DNP-Joe lives in Spring Glen with his family and works primarily at the Helper Clinic. He has been with Carbon Medical for 9 years.
– Dylan Taylor, PA-Dylan lives in Helper with his wife and works primarily at the Helper Clinic. He has been with Carbon Medical for 2 years.
– Shad Tillotson, FNP- Shad works mainly in East Carbon. Shad has been with Carbon Medical for 1 year.
– Kourtney Herrera, DNP- Kourtney has completed her Doctorate of Nurse Practitioner, she also lives in Price with her family and will be seeing patients in East Carbon and Helper. Kourtney is the women’s health doctor.
– Sandi Rust, DNP-Sandi works part-time at both clinics. Sandi also sees women for their health needs.
– Tiffany Bloomer, LCSW – Tiffany was recently hired to see our mental health and substance abuse patients both in East Carbon and Helper. She lives in Price with her family.
– Rodney Slater, DMD- Dr. Slater is our full-time dentist in East Carbon.
– Russell Scow, Pharm D-Russell, and his family live in Wellington. He is the pharmacist in East Carbon and has served as the Pharmacy Director for both East Carbon and Helper for the past two years.
– Mike Smith, Pharm D-Mike lives in Price with his family and is the pharmacist at the Helper Pharmacy. He has been with Carbon Medical for one year.
