Helper city councilmember and pool project manager, Dean Armstrong, checks excavation work performed at the city’s swimming pool now under construction. Armstrong said most of the construction work should be completed before the end of March. The councilmember said the swimming pool may create as many as six seasonal jobs in the city when it opens later this year.
