Letter to the Editor: Amnesty should be subsequent

It looks like Pres. Bush is beginning to comprehend the public sentiment vis-a-vis the immigration issue. National Guard troops are a start, but what we really need is enforcement of current employer sanctions coupled with a new, readily verifiable ID system, so that employers cannot use the old excuse “but their documents looked real to me.”
Regarding changes in the immigration laws, let us not be fooled by the temporary use of troops at the border. Amnesty should be considered if and only when the government can demonstrate, on a permanent basis, that it can stanch the illegal border crossings, and get serious about employment authorization.
In other words, an amnesty provision should not be part of an enforcement bill but subsequent to it.
