The Wellington council met Feb. 22 to review a resolution to set fees and conditions for rental of the city park, pavilion and concession stand.
After discussing the agenda item, the council passed a resolution adopting new standards and fees for rental of the city property.
Specific information about the policy will be sent to Wellington residents in a city newsletter. Reservations may be made by contacting city hall.
The council then discussed an issue regarding business signs at residential businesses within the city limits.
The issue came up recently when a petitioner for a city business license asked permission to place a sign in her yard near the street.
The council reviewed the current city ordinance and agreed that under certain circumstances the request might be granted.
Staff was instructed to invite the petitioner to attend another meeting of the zoning and planning board with a specific, formal proposal.
The issue will be reconsidered at that time.
Two items regarding the purchase of city property were on Wednesday’s regularly scheduled meeting agenda. But both parties failed to attend the meeting.
A request for the city to assume control of a private water line was also tabled when the petitioner failed to show up.
The city council then took up the ongoing issue of a new water service agreement with the Price River Water Improvement District.
Mayor Karl Houskeeper briefed councilmembers on a recent PRWID board meeting and the Wellington officials voted to table the matter until further action is taken by the improvement district regarding a water loss standard.
In councilmember reports, Ed Chavez reported that the city is in the process of renewing a five-year fire contract with Carbon County.
The city pledges men and equipment to help fight fires in unincorporated areas of the county.
The councilmember explained that the contract would be reinstituted with only changes to dates and signatures.
Chavez also said that major repairs to a city fire truck would be completed within a month.
Introducing an unrelated matter to the council, Robert Bertola indicated that a recent survey and review of Wellington’s liability and workers compensation insurance policies ranked high with the auditing agency.
Councilmember Glen Wells then reported that work is progressing on installing the new trash screens on the secondary system and water could be in the system by April 8.
Wells said work is progressing at the Scofield dam site and he expects 2006 to be a good year for irrigation since most of the water in the reservoir is being released to keep lake levels low for the spillway construction project.
He did say that all irrigation water will be stopped by September 30, and the winter of 2006-2007 will be critical in restoring water reserves for the future.
Councilwoman Paula Noyes reported that she has developed three possible plans for the restoration and beautification of the south side of mainstreet, and she would present those plans for council approval at a future meeting. She said she is finalizing lists of bids, costs, and available materials before submitting the final plans. She did tell the council that a water line under the highway is a critical need and must be in place in time to plant shrubs and flowers with the coming warm weather.
City recorder, Ken Powell, said that city money has been allocated to fund the waterline project, and a permit to bore a waterline beneath the highway has been applied for. He said that an answer is expected soon from UDOT.
Powell also presented a draft of a city newsletter for council approval. The letter outlines upcoming dates and times of city cleanup efforts, and encourages city residents to put yard trash on the curb on specific days and times where it will be picked up by city workers.
Residents are asked to be sure that they place trash on the curb only on those days and times specified. A city newsletter will outline the times, or call the city hall if there are questions.
