Jeanne McEvoy
My name is Jeanne McEvoy. For the last two and one half years I have had the honor of serving as a Price City council member. For the last 25 years, I have had the privilege of teaching your children and grandchildren. Both jobs have been extremely rewarding. Both jobs have been extremely complex in the associated issues involved as well as sensitive in the area of compassion necessary while working with the people of Price City.
I have been an active member of the community involved with scouting, softball, and other youth activities. I have thoroughly enjoyed participating in organizations such as Special Olympics, Castle Country Garden Club, and the PTA. I’ll continue to personally donate to worthy causes and fundraisers which build a stronger community now and for generations to come.
I have reached a point in my life where it is no longer about me. It is about you. What can I do for the citizens, employees and visitors of Price to make our town a more prosperous, vibrant town while maintaining equity for all those involved?
During my tenure as a council member, I have administered and supported the efforts of many Price City employees as they have diligently worked to maintain the daily scheduled activities of meter reading, snow removal, street repairs, etc. I also have managed and supported projects such as the ADA sidewalk repair projects, the new girls softball fields, Cove Basin Park, Main Street Project, Chamber of Commerce revitalization, East Price Project Development and Business Park, Retail Development, Price City General Plan, Price City Land Use Code, Price City Personnel Policy and Procedure (Update).
I am very proud to say that most of the good ideas and input for projects and implementation come from citizens and city employees. It is our employees and citizens who deserve the credit for making our city look as good as it does. They are the eyes and ears I want to continue to hear from.
Two projects on the drawing board which have come from community members which have my total support are the Daughters of the Utah Pioneers Museum and the community built playground. Both projects will draw visitors to our community, attract people to live here, and will be appreciated by many of us in the area.
As a council member, I’ve had to make difficult budgetary decisions with limited tax revenues. Unfortunately, we’ve chipped away at some of our reserves. That makes me extremely uncomfortable. I’d like to see the reserves built back up through modest spending and the prioritization of capital projects and expenditures.
As your elected official, I will continue to give my best effort to manage the existing improvements as well as address important issues concerning city employees, residents and visitors of Price.
Kathy Hanna – Smith
I have had people ask why I am running for the council position and I answer because “I believe in this area.”
I know that sounds like a cliche, but it’s true…I was born and raised in this area and enjoy and appreciate so much the quality of life that Price City and the surrounding area have offered me and my family. I have been fortunate to have more than 15 years of experiences in promoting and marketing this area and have been proud to have had this opportunity. The city is not broken; my intentions are not to go in and turn things upside down but to work to enhance our lifestyle through strong and positive economic development and quality of life opportunities.
With five years of job experience with the Carbon County Chamber of Commerce and more than 10 years now with the Carbon County Travel Bureau it has given me the ability and privilege to be involved with every city in Carbon County. I am familiar with all elected officials in the two county area and many statewide.
I have served on nearly every committee or board in Carbon County at one time or another whether it is the College of Eastern Utah, Nine Mile Canyon, the museum, Chamber of Commerce, Economic Development, Utah State Parks, Infrastructure Building Boards, Fair board, Relay for Life, Price Community Progress, Price Main street and many more.
I have been president of state associations. All these associations and experiences have given me the ability to be connected not only locally but regionally and statewide. Also, because of these years of experiences I understand the sensitivities of the people, issues and local businesses.
If elected to the Price City Council, I will always act in the best interest of Price City and be honest in all my decisions. I will be open and available to my constituents ideas and suggestions.
I think the city is being managed very well with qualified staff and department managers. The city developed a general plan in year 2004 and it is a working document and it is impressive to see how much has been accomplished because of the plan. With a $16 million dollar budget, Price city needs to stay on track and have goals set to keep striving to be a better community.
The mission statement of Price City “Is to protect and promote through communication, cooperation and creativity.” If elected, I will uphold the mission statement and be a part of the positive energy that is being felt countywide and offer exceptional service and leadership.

John “Kit” Pappas
As a lifelong, third generation resident of Price, I have always had strong feelings for my hometown and wish to see Price on the map as a progressive city.
I attended elementary school here, graduated from Carbon High, and attended the College of Eastern Utah as well as the University of Utah.
My wife, Kelly, and I have two daughters, Tiffany and Brittany, and we also own and operate Sherald’s Burger Bar here in Price. I have also been involved in service organizations such as Kiwanis Sub-for Santa program, Elks Lodge and have served as chairman for the Greek Festival Days.
I am currently employed as manager of environmental and engineering services for Hidden Splendor Resources Horizon Mine and Mid-State Services. Having been in the mining industry for over 25 years and also as a business owner, I feel that I have the necessary qualifications and business know how to see that Price City operates as efficiently as possible.
One of the most important issues that I see affecting Price City is of course, economic development. I feel that we have all the necessary infrastructure (major highway, railroad, airport) to attract businesses that will provide well paying jobs for our citizens as well as contribute to our tax base. I feel that we need to aggressively recruit businesses such as manufacturing industries to locate in our area.
I also feel that our tax dollars need to be invested wisely so as to provide the best possible services to our citizens such as public safety, streets and water systems, upgrade to our power system as well as provide services to our senior citizens and recreational facilities for everyone to enjoy. I have no hidden agendas or self-serving reasons for seeking a seat on the Price City Council, but rather to serve you, the good citizens of Price as your independent voice on the council. I ask for your vote on Nov. 8.

Rick Davis
I was born in Standardville, attended Spring Canyon, Helper and Price elementary schools, and graduated Carbon High. I attended the College of Eastern Utah.
I married the former Charlotte Tochi. Together we raised two sons, Jason and Robert.
I enlisted in the United States Air Force 1967-1970. Hired by Utah Power and Light in 1971 as a skilled helper. Held various positions that included meter reader, auxiliary operator, control room operator and operation supervisor at Carbon and Huntington Plants. I was the safety/training administrator for five power plants located in Utah. I retired in 2002.
People have often asked me what I would consider the top priority task if I were elected for the Price City Council. The question sounds simple but it is very complex.
I would like to be involved with the citizens of Price in trying to bring industries into the county to provide employment for now and the future of our city.
I believe that if we could get new industry into the area they would see community involvement, a great education system from elementary to college with excellent teachers and professors and a city that cares.
We need to support and build for the young people of Price. We need to have creative thinking to maintain a balance between preserving our heritage and expanding for the future while maintaining the lifestyle we have become accustomed to living.
We need to maintain and improve the infrastructure while continuing to work in resolving the water issues.
I believe that the decisions made by the Price City Council affects every citizen of Price City either directly or indirectly. That is why your comments, ideas and concerns are so valuable to the council.
I will be committed in working toward a better Price City if I am elected.
