County releases statistics for 2003

By Sun Advocate

In a report to the Carbon County Planning Commission, the staff of the agency outlined building growth and permits that were issued during the last year.
The department, which oversees zoning, building permits, geographical systems, and many of the interfaces that the county has with agencies that manage federal and state lands, as well as the relationships when it comes to all building and land issues with the various cities in the county, released the report so that commission members can gauge the work that is being done in the area.
According to the document in 2003 the department issued 388 building permits in the county. The unincorporated areas of the county drew out 217 permits, Helper received 129, Scofield got two, Sunnyside was granted 11 and Wellington applicants were given 29. Price and East Carbon issue their own permits.
There were various types of permits issued. The total granted for single family dwellings added up to 33 and all those were granted in the unincorporated areas of the county. Manufactured homes drew out 22 permits. There were also 13 move-ons.
In terms of permits to do additions and remodels, the unincorporated county received 27, while Helper had four. Carports and garages were another popular structure to erect with 31 permits being issued to the unincorporated area, four in Helper, one in Sunnyside, and four in Wellington.
In the commercial-industrial area there were 11 permits issued in the unincorporated county, one in Helper and three in Wellington.
There were a total of five permits issued for agricultural/shed construction, five demolition permits, and 216 permits for miscellaneous projects.
According to the department the total valuation of the projects for which the permits were issued was $7,669,104.44. The total fees collected by them for the permits was $76,960.57.
In terms of activity the department conducted a total of 903 building inspections last year. They also planned 12 minor subdivisions with a total of 20 lots, four major subdivisions with 25 lots, recommended 38 business licenses, issued nine conditional use permits and nine zone changes.
The department also issued some comparison figures from years past in terms of permits issued. In the Helper area for instance, 41 permits were issued in 1996 and that dropped to 24 in 2000. In 2003 there were 129 permits issued.
The unincorporated county on the other hand had 218 issued in 1996 and by 1998 that number went up to 274 and then dropped down again except in 2002 when 246 were issued.
With the exception of 2001, building inspections last year were at their lowest number since 1995. The only year with fewer inspections in that time period was 2001 when 897 inspections took place.
As far as building permit fees collected, the highest collections took place in 1998 when just a little less than $160,000 were collected.
