Helper City Councilman and Public Works Director Gary Harwood was honored by the American Council of Engineering Companies of Utah as the state Public Official of the Year for 2016.
The award was presented Nov. 19 at the ACEC Utah Engineering Excellence banquet.
In addition to basic residence and employment requirements, criteria for the award stipulate that the pubic official “must be of outstanding character, and have demonstrated a commitment and adhreence to the principles of qualification based selection of professional engineering services.”
The official must also have demonstrated “significant contributions to the public sector in a sustained manner for at least 15 years.”
In addition to his experience in day-to-day operations of Helper’s parks and public works, Harwood has also been the principal overseer of the city’s extensive infrastructure project. The multimillion-dollar rebuild is replacing the city’s water, sewer and storm drainage systems.
He was nominated for the award by Franson Civil Engineering, the city’s engineer for the project.
