Tom Matthews
I am Tom Matthews and I am running for re-election as a county at large representative on the Price River Water Improvement District board.
During my four-year term on the PRWID board, my goal has focused on providing quality services in a fiscally responsible manner. I believe the board should analyze the district’s operating budget, cut expenditures wherever possible and explore all options to maximize revenues before raising consumer rates.
I’m also a firm believer that PRWID and Carbon County taxpayers should not subsidize private development projects such as subdivisions. Developers should pay all water and sewer system costs for private projects.
PRWID affects all Carbon County residents. The district provides sewer services to the entire county and supplies culinary water to several cities in the county. PRWID also provides supplemental water to cities in emergency situations.I am concerned with the challenges facing PRWID, including the replacement of aging lines, bond payment obligations and increasing federal regulation of water and sewer plants, all of which add considerably to the district’s costs.
Water is the most important local resource in Carbon County and I encourage local citizens to vote in the upcoming election. Public participation and input are extremely important. If re-elected to the PRWID board, I will continue to be available to the public 24 hours per day, seven days a week.
I have a long history of public involvement. I served in the Utah House of Representatives for four years and occupied a seat on the Carbon County Commission for four years. In addition to his PRWID position, he is currently a member of the Spring Glen Canal Company’s board of directors.
Tom is married to Misty Matthews and the couple have two daughters, Macey and Alexis.

He’s been on the board before and knows how to get things done. Steve is excited to get back on the board and support it, its actions and policies. His strong background and skills in engineering ensures he can help the board make the most sound decisions. Steve’s history of dedicated public service lets you know he’s ready to work hard and has the diplomacy to keep things smooth as he fights for what’s right for the board.
Living in the county the past 20 years has given Steve insight into the concerns and issues of county residents. Some of those that need addressing include the development of new subdivisions, putting sewer and water into existing neighborhoods and populated locations, as well as exploring a secondary water system. Proper analysis and investigation of each project needs to be done beforehand to gain a comprehensive understanding of the impact of the issues. Steve will ensure this process is followed.
Rate increases and the cost of living are issues that must be dealt with everyday. Steve brings with him an understanding of the need to temper rate increases while at the same time work for improvements within the water district.
